Proposed Accessory Dwelling Unit Changes Facing Indefinite Postponement at Town Meeting

In a shift in strategy, town officials announced they will seek indefinite postponement for Articles 53 and 54, which proposed significant changes to the town’s Accessory Dwelling Unit (ADU) bylaws. Town Administrator James McGrail stated that after debate between the Planning Board, Select Board, and Zoning Board of Appeals (ZBA), the town has unanimously agreed to take more time to refine the proposals before bringing them back to voters next year.
The move to postpone comes as Harwich navigates a broader regulatory transformation, including a $125,000 initiative to implement form-based zoning
to protect village character. McGrail noted that both the Select Board and the Finance Committee have voted to recommend the postponement. We’ve decided to continue to work on the changes that we're proposing to the ADU bylaw,
McGrail said, citing the need for a more thoughtful debate.
Town Clerk Emily Mitchell explained the procedural steps for the postponement, noting that Moderator Michael Ford will first look for a positive motion from the floor. If no positive motion is made by the Finance Committee, the Select Board, or the voters, the Finance Committee will then move for indefinite postponement. This standardized process ensures that the broad consensus among town boards to delay the articles is formally addressed during the meeting.
