Similar to the debate over Article 37, the Harwich Select Board has recommended indefinite postponement for Article 38, a $100,000 request to support a 48-unit affordable housing project at 1533 Main Street in Chatham. The project is also being developed by Penrose.
CPC Chair Kathy Green defended the regional allocation, arguing that these units support essential workers, such as healthcare and education professionals, who may commute across town lines. Somebody may work in Harwich but not live in Harwich or live in Harwich and work someplace else, but the need for housing is everywhere,
Green said. She emphasized that regional projects are often closer to brick and mortar
than local initiatives.
Town Administrator James McGrail reported that despite the CPC's endorsement, the Select Board and Finance Committee have recommended the article be indefinitely postponed. The final decision will rest with Town Meeting voters, where the conflict between local-only funding and regional cooperation is expected to be a point of discussion.
